There are many positive measures in this legislation. Much ultimately remains with the plans and by-laws that cities adopt, and so it would be useful for the legislation to have stronger provisions in this area. Some key terms remain undefined - such as the idea that off-site construction of affordable housing should be 'in proximity' to the development site. Crucially, when determining affordability, cities must be required to think in terms of an area's median *income* rather than simply in property price. In terms of incentives that might be available to developers in order to include affordable housing, typical tradeoffs (increased building density, for instance) must be considered in terms of impact on local infrastructure (transit, schools, other public amenities). In both these areas, thinking at the neighbourhood level is imperative.
Overall, the percentage of affordable units per building remains too low.
