I just want to say that I appreciate these efforts to improve cycling in Ontario, and I hope this action plan will be well-funded.
I see a lot of good ideas outlined in the proposal, and I want to emphasize that improving or expanding cycling infrastructure should be a top priority, including bike lanes on city streets, as well as cycling paths that connect different communities, and recreational trails. Concerns about safety are one of the biggest factors that prevent more people from cycling, so we need to provide good protected/separated cycling infrastructure, to ensure that cycling can be a safe, comfortable, and appealing transportation option for people.
I also think you should look at providing secure bike parking facilities in dense areas like downtown Toronto or Ottawa, where a lot of cyclists (particularly commuters) will convene, because risk of theft or a lack of bike parking can be a real deterrent to cycling.
Finally, I think you should also consider providing funds to kickstart or expand bike-share programs, such as the one in Toronto, or the one in Ottawa (which is very minimal at the moment), or other communities that have suitable conditions and wish to launch one.
