The plan sounds great in many respects. 2017-2021

A perfect example is groups like EOTA which are almost exclusively about ATVing, but they throw a picture of a cycling family on their website, declare themselves "multiuse" and apply for funds. Or Lanark County which applied and got cycling commuter money to use on a "multi-use" trail which they plan on surfacing with 5/8 gravel - which not overly cycle or stroller or wheelchair friendly.

I think there needs to be some added rules and oversight so that money which is supposed to be destined for cycling and AT is actually used for those ends.
