I think it is a great idea to make waste-producers responsible for the collection of their own garbage, and I believe that opening the market to privatization would be good for marketing post-consumer waste by creating a bottom line of reducing costs.
However, my concern is that waste-producing companies will begin immediately cutting costs to the detriment of the environment and labour conditions. They can be sneaky. How will companies be held accountable to the same high standards that municipalities have set for workers' safety and proper management of waste?
Additionally, waste management jobs are well-paid and highly respected in my region. Working for the municipality is a stable job with benefits, vacation time, and prospects for retirement (Imagine!). I believe that waste-producing companies will contract out to the cheapest staffer in order to cut their own costs. This will damage workers' employment security, ability to pay for housing, raise families, and put their money back into the economy. Our province has been steadily watching "careers" turn into "gigs" which actively harms residents and their ability to participate meaningfully in society and economy.
