RE: Environmental Registry Number 019-2422, 019-2525 and 019-2517 – Proposals to Amend Legislation related to Water Takings

Please be advised that Township of Puslinch Council, at its meeting held on October 21, 2020 considered the aforementioned topic and subsequent to discussion, the following was resolved:

Resolution No. 2020-294: Moved by Councillor Bulmer and
Seconded by Councillor Sepulis

That Report ADM-2020-039 regarding Environmental Registry Number 019-2422, 019-2525 and 019-2517 – Proposals to Amend Legislation related to Water Takings, be received for information; and

That staff provide report ADM-2020-039 as the Township’s formal comments on the Environmental Registry of Ontario Proposals as listed in the report to include the following Council comments:

• That the local host municipal Council requirement should be expanded to include any permit to take water within Wellhead Protection Areas for quantity and areas with high numbers of permits to take water as indicated in report ADM-2020-039 regarding Environmental Registry Number 019-2422, 019-2525 and 019-2517 – Proposals to Amend Legislation related to Water Takings ; and

• That this requirement should be expanded to include new and expanded water bottling permits to take water regardless of whether it is connected to a municipal water supply; and

• That the permit to take water permitting process be included as part of the land use approval process as set out by the Planning Act.
