As a 25yr waste industry professional, understanding the challenges of processing the current blue box materials, I fail to understand how this proposed legislation will end up successful. For a start, the proposal adds 'nuisance' materials in higher quantities that will continue to increase the costs of processing the desirable components of this stream...Costs that will not be absorbed by producers, but passed on to consumers. Next, I see nothing that provides supports to 'reduction' strategies, the first 'R' of the 3R hierarchy, in particular supporting Federal initiatives for the reduction of single use plastics. There is mention of the existing and successful deposit return system for LCBO and Beer Store product, yet no extension of this strategy into the fold for the same types of materials that are collected in the blue box, which would place the responsibility upon both the producer and the consumer to ensure its collection.
The legislation is an attempt to improve diversion, but as it does not, and likely will not (even through education and outreach), address the behavioural aspects of the process of diversion, will end up an expensive change in direction for a very limited outcome.
