Aecon is in support of the proposed change to Ontario Regulation 328/03 – Leave to Construct Cost Threshold for Hydrocarbon Pipelines. The proposed increase in the threshold from $2M to $10M will improve project delivery timelines for both community expansion projects and system reliability work. This would have a positive impact on Aecon’s ability to supply the resources required to deliver these projects on time and on budget. Certainty of project workload allows us to complete more work on a year over year basis while confidently growing our workforce, as we have better visibility on the upcoming work volumes. Earlier start dates for projects will result in job creation in Ontario as we add to the thousands of workers that Aecon already employs in the province, which also leads to increased economic activity to support COVID recovery efforts. Acceptance of this change in the LTC threshold will allow Aecon us to operate more efficiently through the entire project process, from planning to execution, providing value to all stakeholders.
Aecon looks forward to continuing to work with Enbridge, Government, industry partners, and local communities to ensure Ontario’s regulatory environment supports timely investments and customer connections in a manner that is cost effective and supports the Government’s economic recovery efforts without compromising the environment, Indigenous consultation, or safety.
