It is clear that a legally binding target to reduce greenhouse gas emissions is required NOW. There is also ample evidence (see ECO "2018 Greenhouse Gas Progress Report" pg 41 Table 1.1) that individuals - not industry are the largest contributors to carbon emissions. It does not make sense to abandon the efforts directed to targeting emission reductions with a carbon tax to individuals. This is well established in the literature and popular press - see attached Ted Talk by Al Gore who argues that revenue neutral carbon taxes directed at individual polluters are the most effective mechanisms to move the agenda forward. This mechanism financially internalizes the carbon pollution externalities and has been proven to work (at least over the past 10 years, as documented in scientific literature).
It is important that legally binding target reductions be placed in legislation if we have any hope at reducing the impacts of climate change to ourselves and to the people of the world. Carbon taxes within a cap and trade framework are necessary NOW, and go beyond short term thinking and political posturing.
