The PPS has only recently been updated. It seems unrealistic to me that there is another need to refine it even further given the requirement that all municipal official plans are required to fit within the framework of the PPS. There is no substantive evidence presented in the ERO posting that the PPS is a barrier or a cause of a housing affordability or land supply issue either in the GGH or in other parts of the Province. Furthermore offsetting has never been able to reproduce a natural heritage feature - there is sufficient evidence for this. Natural features are an asset and builders are available to sell developments faster that have natural features incorporated into their developments. As well, developers / proponents can save themselves time (at least a year) and money if they provide adequate buffers from natural features which would then allow them to avoid preparing and paying for Environmental Impact Studies.
