To go back in time and consider allowing this inhumane and unethical practice of “dog training “ licences is appalling at best. It is never ethical to keep wild animals and additionally to keep them and deliberately put them in harm’s way. I feel the very suggestion of this is going back in time to when “we” were even less evolved. There is no intelligent and compassionate person that would ever condone such an action!
