These "facilities" are inhumane and unnecessary. Wildlife control can be managed without this; there are many alternatives. These facilities are often as cruel to the dogs as they are to the captive wildlife.
These animals are part of our family, they are an integral part of the ecosystem around us, and such decisions in the past have proved fatal for the environment and every living thing in it.
We need BALANCE, not more destruction.
As an elder one said, "We are as much alive as we keep the earth alive!"
