There is a reason why few other provinces and even US states forbid this practice.
It took centuries before enslaving fellow humans was recognized as barbaric.
It may take centuries before eating living fellow creatures is recognized as barbaric, but there is no reason why any creature needs to be frightened and tortured and savagely mauled and killed.
