Firstly, I cannot believe there are already existing facilities like this, let alone allowing more to operate. I also cannot believe that these ‘prey’ species can be captured and held in captivity without harming them physically or mentally until they are used as bait. How much manpower is available from MNR to monitor these facilities? We already know they are short staffed to even address bear issues in communities.
In short, I find this kind of operations should not be allowed at all, let alone allowing more to operate.
