I think it's absolutely disgraceful that in this day and age you would attempt to regress backwards in time and allow something this cruel and inhumane. There is absolutely no valid reason to use this training method when there are many equally effective and much MUCH more humane and ethical ways to do so. I sincerely hope you will backtrack on this decision as it makes Ontario once again look like a backwards and mismanaged province which again should not be the case in this day and age.
