The Tomlinson proposal does not clarify if the site is physically expanding - or has already expanded - from its original approved size.

The amendment application requests a tenfold increase in maximum daily acceptance of waste, and a change from regional acceptance to province-wide acceptance of material, while at the same time claiming the amount of material stored at the site will not change from the original approval.

This is inherently contradictory, and should be explained.
