Environmental Services Inc. - Environmental Compliance Approval (air)

This proposal is for an Environmental Compliance Approval with Limited Operational Flexibility (Air and Noise) which replaces all the current Environmental Compliance Approvals for Air at this facility and includes the addition of new or historically unapproved sources for all emissions from Environmental Services Inc., a waste transfer and processing facility located in the Municipality of Chatham-Kent, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air includes maintenance welding, and storing, solidifying, and shipping biosolids, non-hazardous, and hazardous wastes. This application is to reflect changes to operations and equipment including the addition of two (2) non-hazardous waste sludge tanks, four (4) frac trucks, one (1) biosolids storage pad, hazardous liquid waste totes, maintenance welding, on-site refuelling of vehicles, and a brine pond, and the addition of Limited Operational Flexibility. Emissions to the air from this facility include:

• ammonia,
• hydrogen sulphide,
• nitrogen oxides, and
• noise.

The Environmental Compliance Approval with Limited Operational Flexibility (Air and Noise), when issued permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (Air and Noise). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
