Developers will register and begin work that will have a negative impact and be fine with paying fines subsequently. Once the damage is done you can't go back.

We simply need to keep endangered species and their habitat safe, there should be NO change to this act at all.
Why we can't ensure their habitat and their safety is beyond me. Hopefully everyone voices the same sentiment, and keep areas safe for wildlife.
