The sections of the Mining Act relating to the recovery of minerals, and a new regulation (O. Reg. 463/24) under ss. 176 (1) of the Mining Act to support interested applicants to recover valuable minerals from tailings and mine wastes in Ontario are expected to take effect on July 1, 2025.
We reviewed responses received and have implemented our regulation proposals to amend the Mine Development and Closure Regulation, and the Mining Claims Regulation and revoke the Conversion of Legacy Claims Regulation.
A decision has been made to amend the Mining Act to implement a One Project, One Process (1P1P) approach and to amend to the Mining Act, Energy Board Act, 1998, and Electricity Act,1998 to introduce new authorities to protect the strategic national mineral supply chain, and limit foreign participation in Ontario’s energy sector.

The proposed amendments to the Mining Act allow the Minister in special circumstances to provide blanket exclusions of time or extensions of time for assessment work and allow for the Minister to annul the forfeiture of a boundary claim.

Changes were made through Bill 185, the Cutting Red Tape to Build More Homes Act, 2024, to enhance regulation-making authority and allow the Minister to remove and override municipal zoning by-law provisions that limit the development of additional residential units (ARUs).
The recently passed Moving Ontarians More Safely Act, 2021 (MOMS Act) will help protect people and families by targeting stunt driving and unsafe, high-risk driving as well as to protect vulnerable road users, such as pedestrians and highway workers, improve commercial vehicle safety, and strengthen oversight of the towing and storage sectors.
