This is an absurd proposal that will not achieve its stated goals and will only serve to add red tape, cost and extend the timelines associated with municipal projects.
If you want to move people throughout a city, you need to provide realistic alternative modes of transportation. Additional transit and bike infrastructure will help cars get where they are going faster.
