I think it's a good idea not to allow the bait transfer from south to north.

BUT you will then have to allow more commercial bait dealers and bait blocks North of Nipigon. Otherwise you'll have 1 person monopolizing the whole area and asking as much as they want.

It will give other people an opportunity to make some money.
