There is a need to recognize sub-categories of ‘…households and businesses…’.

Demand side management opportunities are overlooked without this recognition.
For example the ‘Peak Perks’ program does not facilitate participation by condominiums. Yet condominiums constitute 30% (2021) of Toronto’s private households.

An ‘integrated plan’ behooves sub-categories. Each sub-category has unique requirements and provide significant opportunities.
