To make riders attach a bag to the their horse to collect manure, is ridiculous. Not only is this a possibility to spook a horse, it is something no horse is trained for. It is not expected of dog owners to do this, instead, they just pick up the dog feces, and throw it to the side of the trail, road, sidewalk, etc. IN THE BAG. You don't make humans carry a garbage bag for their coffee cups, trail snacks, etc. Again, they just throw in on side of the trail. So why make horse and riders jump through hoops, in order to be able to walk down the trail? If everyone else is given the benefit of the doubt in order to maintain and clean up after any potential mess, than equestrians should be given the same benefit that they will clean up after their horses.
