No amount of rationalization nor verbiage makes this removal of protection for endangered species acceptable. That construction, development, destruction of habitat can take place when a party simply registers is ludicrous.
This is a shameful loophole for parties to destroy vulnerable, protected environments and wildlife with a meaningless registration.
DO NOT PASS THIS LEGISLATION
