I am an environmental health and safety coordinator at a manufacturing facility in Ontario.
I believe this is a great step at eliminating redundancies between the federal NPRI reporting system and the Ontario system. Almost everything that is done for the Federal government is duplicated for the Ontario reporting making things inefficient.
I do believe that the duty to post results for the Ontario public should remain a necessary component of Ontarian's right to know.
The Toxic reduction plan was a good attempt to "ask" companies to reduce their chemical usage, but since it is not enforced and just a voluntary plan it seemed very superficial. A lot of companies filled out their plan with very general or blank statements.
A TRP was generally a waste of time and a money grab since you had to pay a specific licenced person to prepare the plan for you. Small companies would evade the plan and large companies who favour the environment already have plans for sustainability. I understand the goal of getting companies to think about reduction but without enforcement the plan is a waste of time. Proper enforcement would mean investment in staff of the MECP from the government.
