I am not supportive of this proposal. In higher density neighbourhoods - mine is R3 - density is already increasing fast. Every older single home sold in the past 8 years has been demolished and large bedroom count semi-detached homes with secondary units built. These lots have gone from 3 bedroom homes to 16+ bedrooms! "Minor" adjustments have lead to building envelopes going to the edges of the property. At least the Community has a chance to object to these builds under the current rules.
