I am concerned that municipalities will no longer have the automatics ability to have developers submit studies for traffic, shade/sun and wind studies as a condition for a "complete application". This is a significant issue if a high-rise development is proposed to be built within a community consisting of single family dwellings and town home dwellings of 3 storeys as examples. The impact of traffic on local streets, the negative impacts of sun and shade coverage as well as wind impacts are very important to be studied. The studies should be done by professional engineers or architects and if done properly when the development plan is initially brought before a municipal government should NOT take a significant amount of time so there should NOT be an impact on the "complete application" process.
An example of this concern is a recent proposed development of a 15-storey high rise at 107 Hall Street in Richmond Hill, Ontario.
