It is great to see small businesses being considered. Will there be any regulations to monitor the pricing provided by the PRO or will the PRO be able to dictate any price they want knowing that municipalities have very limited options? My concern is that our budget to provide just municipal and small business collection will be nearly as much as it currently costs our municipality to provide service to all residences, small business and municipal facilities.
