This regulation seems designed to allow for improper political influence to support the development industry.

This regulation does not define:
(1) How it will be determined how many jobs will be created and what happens if the foretasted job growth does not occur.
(2) Do the jobs have to meet a certain standard of permanence and quality?
(3) Do the jobs have to be created by the company that receives approval or can a develop claim that their future tenants will create a certain number of jobs?

Importantly, the regulation alone defines that the proper purpose is for industrial development. This is a huge (and unfortunately likely intentional hole) that will allow for the Minister (who will also be approving the by-law) to permit a residential development via a regulatory change.

This is not responsible governing. It risks our drinking water, farm land, and increases municipal infrastructure costs, and it seems to provide no obvious public benefit.

Do not pass Section 10 of Bill 66 or this regulation.
