The city's MZO request should be considered and granted. These lands have sat unused for more than 10 years.
CN's response about noise & fumes is a weak argument preventing development. The lands had been previously used for residential housing prior, and little has changed.
A noise abatement wall could be installed on the South side of the property to address the noise concerns, similar to what is done along highways, etc.
Plus there are other adjoining residential properties that have continued to be used prior to 10 years ago & continue to be used with little problems from the rail yards.
Hamilton desperately needs more affordable housing, and this project can go along ways to help mitigate this problem.
Please consider their application and grant the city the MZO.
