In considering demand, the total demand picture should be part of the determination, not just that a party is willing to purchase what is produced.
Existing projects should not be approved for sale until they are fully compliant with the REA.
Current setbacks for wind turbines need to account for the size of the turbine as they are increasing with no change in the required setbacks.
