Harmonization of municipal road construction standards assumes all roads are created equal. Roads highly travelled by cars make sense to have specific standards. Roads that use high-order or frequent transit service (10 minutes or less frequency) also may need specific standards.

However, routes that lead to secondary and post-secondary insitutions are HIGHLY used by students without cars. For example, the main street leading to the University of Guelph and FIVE nearby elementary and seconday schools within 1 km of each other are highly used by the student population. In fact, there are often traffic "jams" of bikes passing one another due to volume of cyclists. My recommendation is that all arterial roads within 2 kms of a post-secondary or secondary school be exempt from this Bill 60 plan to remove or restrict bike lanes from municipal roadways.

Heavily used cycling routes to school will force students into traffic lanes during morning rush hour, making it less safe and causing greater traffic delays as cyclists exercise their right to take a full lane under the Highway Traffic Act.
