Thank you for the opportunity to provide comments on the Bill 60 - Fighting Delays, Building Faster Act, 2025 – Amendments to the Building Transit Faster Act, 2020.

As previously identified through our comments on Bill 17 ERO 025-0450- Amendment to the Building Transit Faster Act, 2025, the Town of Halton Hills respectfully submits the following comments regarding the proposed amendments to the Building Transit Faster Act (BTFA), with a focus on ensuring that transit delivery aligns with local planning priorities.

Coordination with Metrolinx

To avoid conflicts with planned municipal projects and ensure efficient delivery of transit infrastructure, the Town proposes that a formal process be established to enable early and ongoing coordination with Metrolinx. This should include:

Joint planning of construction schedules

Advance notice of potential road closures

Collaboration on right-of-way improvements

With the broadening of the scope of municipal service and right of way access orders under Part V of the Act to include buildings, bridges, tunnels, and life safety systems, it is imperative that municipalities receive sufficient notice and have the opportunity to coordinate with Metrolinx. This will help avoid delays, minimize disruptions, and ensure that critical infrastructure is protected and integrated effectively.

Environmental and Community Impacts

The Town requests to be formally consulted on key environmental risks associated with transit construction and operations, including:

Tree removals

Vibration impacts

Noise and light pollution

Temporary and permanent traffic disruptions affecting municipal roads

These elements have direct implications for residents’ quality of life and the integrity of municipal infrastructure. Any proposed changes to the municipal road network intended to support GO Train service enhancements must be subject to Town approval.

Public Notification and Engagement

In keeping with Metrolinx’s commitment to public consultation, the Town emphasizes the importance of timely and transparent communication with residents. Adequate notification must be provided to those directly impacted by Metrolinx works, including in relation to obstruction removal, preview inspections, construction activities and service changes.
