This is crazy!! The system we have gives VERY effective oversight, needed more than ever, given the weather extremes we are now facing due to climate change ...which will only get worse. Relax those rules, build in the floodplain... the government can expect (and will deserve) lawsuits for changing the system and providing less oversight!
