Moving property inspections to Stage 2 doesn't make any sense; especially for northern Ontario. Recommendations can't be made without verification, so Stage 2 is basically always going to be recommended in order for a client to be able to do anything with their property/development. It needlessly adds more burden to the process and clients aren't going to know what they are asking for. What if they only want a property inspection to help them plan? Are they going to ask for a Stage 2.0? What if a Stage 2.0 has already been completed, are they going to ask for a 2.1 for test pit or pedestrian survey? This is just an administrative overcomplication.
