Features such as improved insulation make homes less expensive in the long run by reducing the utility bills. To be cost effective these changes need to be done during construction. For example, it is a small cost to put in R22 insulation instead of R20 when a home is being built. After it is built, the same change is very expensive and there is no cost saving. It is a wrong approach to forbid municipalities from setting better standards which save their residents money. The same applies to EV charging which is much easier to install when the home is built. This Bill is going in the wrong direction by forbidding municipalities from requiring features which will benefit the homeowner.

Generally this Bill sounds far too much like Big Brother telling municipalities what they can and can not do. This is undemocratic. The municipalities are in the best position to decide what is needed in their city or town.
