Firstly, the Province of Ontario must move to explicitly prohibit the privitization of water and wastewater management infrastructure in Ontario. The proposed framework does not do this because it allows for any organizations to be shareholders in the new water and wastewater public corporations (WCCs) - the proposed amendment to restrict shareholders to include "agents" of a municipality, the Province of Ontario, or the Government of Canada does not rule out that there are private investors who own shares in any "agent" organization.
Secondly, why is the Province seeking to take over responsibility for delivering local services? It makes no sense for the Province to care about how municipalities/regions manage these vital services for their residents. The Province has no expertise or localized knowledge in this area and should let municipalities/regions deal with their residents. Taking away local infrastructure would also increase costs for the average resident because municipalities/regions will still have to pay the debts associated with the infrastructure without any revenue generated from them.
The Ford government should immediately repeal Bill 98.
