I would like you to evaluate the likely impact of the proposed changes on:
I) public awareness of who is responsible for CO2 and other emissions. The changes seem likely to make it easier to conceal responsibility from the public;
2) enforcement of standards. Without data how can the government enforce standards?
3) success is prosecuting those responsible for significant emissions. Again inadequate data could allow responsible parties to win arbitration or court cases.

Decreasing the cost for those parties cannot be at the risk of the public.
