Hi there - withholding my name as my employer has submitted comment (I am a registered land use planner, RPP).

Can you take a closer look at the partial servicing clause, 1.6.6.5? Love the clarifications on partial servicing in rural areas.  Helps to clarify intent of policy.  But can there be flexibility around partial services for single sites? My problem file involves "essential public works" - a municipal reservoir in a rural area that requires a washroom for OSHA health and safety requirements. Easy supply of treated water available on site, but no municipal sewer for miles. I would think it is similar/analogous to the infilling proposal within that policy, but it would not represent "failed services".
