Dear Honourable Steven Clark, Minister of Municipal Affairs and Housing

Council, at their meeting held on October 15, 2019 reviewed the comments to be submitted by the Municipality of Neebing with regard to the Provincial Policy Statement EBR-Posting 019-0279. Council would like to support their comments with the strongest support going to the three general classifications for the types of Municipalities.

"Large Urban Municipalities" with populations of over 50,000 as defined by the Municipality of Neebing.

"Small Urban Municipalities" with populations between 10,001 and 50,000 as defined by the Municipality of Neebing.

"Rural Municipalities" with populations under 10,000. providing little or no municipal water and wastewater treatment systems. They may or may not have one (or more, particularly after amalgamations) small settlement area(s) (as defined in the PPS). Development in rural municipalities is typically linear. Often many rural municipality's roads serve only a small number of residences.

Clarification of Settlement Areas should also defined to include:

"Rural Settlement Area" and "Urban Settlement Area", as again defined by the Municipality of Neebing.
