The proposal should not be approved. The development/construction of the sewage system is not consistent with the Provincial Policy Statement Section 2.1, 2.1.1,2.1.4a,2.1.7,2.1.8,and Section 3.0 Protecting Public Health and Safety,3.1 Natural Hazards,3.1.1b,3.1.2c and d. To be consistent with the PPS and pursant to these Sections of the PPS public health and safety are to be protected by directing development and site alteration away from areas of natural or human-made hazards and development shall not be permitted within the Trent River floodplain. The subject lands are situated entirely within the flood plain of the Trent River. In addition the majority of the lands that surround the property are Provincially Significant Wetlands. (Wilson Island East PSW). The proposed lands have always been considered as "Hazard Lands" and Environmentally Sensitive with the local Conservation Authority and are regulated under Ontario Regulation 163/06. Ontario Regulation 163/06 requires that no person shall: -undertake development or permit another person to undertake development in or on areas within the jurisdiction of the Conservation Authority that are subject to hazards associated with flooding, erosion, dynamic beaches, unstable slopes. The proposed location is too close to the Trent River, a cannal that runs North to South into the river on the West side of the property and it is too close to a sand beach used as a swimming area by campers and their guests. The proposed area and the proposed location experiences significant flooding of depths up to 1.5meters as well as severe drainage issues after flooding, as well as the property upstream of it which is our property and where our home is located. The proposed location has the potential to aggravate drainage issues,existing flooding hazards and negative impacts on our property even further. Safe access to the property is also a significant concern during flooding/emergencies. When the proposed area is flooded in the spring Carp and other fish have been observed swimming and spawning in this area. Other options should be considered such as: - the removal of the sewage from the floodplain entirely (holding tanks,pumped and trucked out) - a more compact system - a more suitable location, if any, further away from the water
