1) The local municipality MUST have a veto to any permit for taking water for commercial bottling purposes
2) The ministry needs to set the prioritieses beginning with the needs of the affected ecosystems, the local municipality, agriculture and lastly, commercial or industrial uses.
3) The Ministry needs to review applications for water taking on a watershed basis.
4). The Ministry needs to maintain a database that will be readily accessible to water managers , the relevant conservation authorities, municipalities, and the general public , including indigenous peoples , to enable them to participate in discussing any issues and conflicts that might arise regarding water.
