I am submitting the comments in my attached letter, because I have concerns about some deficiencies, I have identified in the JD Northcote Traffic Report, which I think could significantly affect the report conclusions.

I also feel that given the technical nature of the report, that the City of Toronto staff should be requested to review and comment on it.

I also wish to restate my previous request that the Ministry needs to delay the closing of comments until after the COVID-19 Emergency is over and a public meeting to explain the details of this project has been held.

Alternatively, the Minister could intervene and instruct the applicant to relocate the proposed food waste and biogas plant to a larger industrial area at the north end of the City, where access to major 400 series highways can be achieved without travelling through residential areas.
