Mining smelters should be on this list. In fact, anything that could result in harm to the environment should require an environmental risk assessment before being green-lit for building. It is just common sense, and will prevent a world of trouble in the future in terms of environmental disasters, law suits, health hazards, etc. Have some sense, please, my children depend on it for their future.
