There are some mobile facilities work in whole Ontario, their job sits keep changing. For such mobile plants except in their ECAs Ministry must have clear separation distance from their job sites to other land uses, also when they report to Ministry their next job sites, Ministry must check the separation distance on the job site to surrounding other land uses first before Ministry allows the operations.

We have painful experience, mobile plant crashed recycled asphalt and concrete beside us, although the mobile plant had the permit which required its job site should have more than 400m separation distance from sensitive land uses. Many years Ministry did not prohibit the operation, neglected public health and community environment.
