I fully support this proposed change. As a consulting planner with positive working relationships in all municipalities I work in, red tape and processing are barriers to mutually agreeable “quick wins” that are necessary to improve the well being of many. This tool must be cautiously implemented with clear criteria of applicability so public do not lose trust in their City Halls and right to participate in land use decisions.
