Ensuring that works do not pose an adverse impact is one of the goals of requiring an Environmental Compliance Approval, no? I would think that the most practical time to actually do this would be before work begins. Additionally, I would like to know with certainty that all works do not pose adverse impacts to the community and environment that I live in. I am against this amendment.
