Pits and quarries are by nature usually very permeable land forms, cotributing to the filtration of rain waters and filtering and admitting them to the water table.
So in excavation of aggregate we have already lost the filtration elements. Excavation below the watertable is a bad idea to begin with but we can't go back.
So once a body of standing water has been created it should remain a wetland and process rainwater naturally through the actions of wind and sun.
Any fill allowed to reclaim and naturalize the quarry must be strictly examined to prevent compromise of the underlying water table, especially if there are private wells or municipal water wells in the tegion.
NO fill should be allowed in any standing water, pond or stream bed.
