Here is my feedback regarding your Cumulative Effects Assessment in Air Approvals.

1. This proposal does not address problem that already exists in Action Level 3 in the Hamilton area. I would like to see this proposal being more stringent, meaning including existing industry into the Cumulative Effect Assessment. If not than at lease putting a moratorium for new facilities or expensions in Action Level 2 and 3 areas.

2. Action Level 3 mentions in the Management Actions that ECA Applications for New or Expanding facilities include pollution control methods to achieve the lowest possible emission rates as compared to an existing pollution source of the same kind in North America. THESE COMPANIES COMPETE ON A GLOBAL LEVEL AND SHOULD USE TECHNOLOGY AND STANDARDS SET BY THE BEST IN THEIR CLASS Globally. This is important especially when the company has plants all over the world and performs better in protecting the public elsewhere (Reutgers - german plant vs Hamilton plant)

3. A focus on Benzene and Benzo-a-paryne is a good start but it's not nearly enough. Please establish clear timelines for adding other harmful substances to this proposal. ie. particulate PM 2.5, etc. This is really important to Hamilton but also other communities.

4. Hamilton has a very unique topography. Is AERMOD the best air modelling program for this city? Consider using a better air model for cities with unique topography. Starting with the next Site Specific Standard application so more accurate data can be collected and issues can be addressed.

5. I would like to see a pollution monitoring station from the MOECC added to the area further south of the industry against the escarpment. A location suggestion would be Gage Park. There are no measuring stations close to the escarpment in the lower city and you should have a proper comparison of the escarpment effect on the lower city airshed.

6. This policy should be applied to all of Ontario not just Sarnia and Hamilton. I would like to see a proposal outlining the rollout of this program across the province with clear dates and transparency of information for all citizens to access.
