These changes do not address the need for additional residential units in agricultural/rural areas. They only provide for policies respecting urban residential land.
Additional residential units in the agricultural/rural area are needed to continue to support family farming operations, which are dwindling in numbers in Ontario, and to support all the objectives of an ADU the Government has outlined in its housing strategy (accommodation for elderly family members, as a means to pay for mortgages on the land, etc).
There is more of a social need in the rural area too as exiting farmers wish to stay on their land when they pass down the farm to a family member. With good planning policies, this is possible on lands that may not be fully serviced and the PPS supports it as it allows for residential development that is locally appropriate on rural lands.
Please consider adding a definition for "rural land" in the Planning Act but with the total density for residential units equaling two (2) due to limited capacities and other matters.
