Site Plan Control Changes

The blanket elimination of site plan control on residential development of less than 10 dwelling units on a parcel of land will have significant negative consequences. Site plan control on single detached dwelling development along waterfront/shoreline areas throughout the province, including in Central Ontario's "cottage country", is an important tool.

Eliminating this planning tool as it relates to waterfront recreational residential development will not contribute to the increased availability of the type of dwelling units that are needed to accommodate the Province's growing population. That said, its elimination will have a significant negative impact upon the Province's numerous lakes and rivers.

Municipalities must be allowed to apply site plan control to waterfront/shoreline development of any kind.

Although the creation of 10 dwelling units or less on a single parcel of land may not be considered significant in large urban centres, this scale of development can have significant land use planning impacts in smaller, urban communities. Outside of large urban centres, municipalities should be allowed to apply site plan control to multi unit residential developments of less then 10 per parcel of land to ensure that such development can be accommodated and serviced.
